Abstract
[Purpose/significance]The realization of policy goal of scientific and technological innovation must depend on the reasonable combination and effective collocation of various policy tools,so as to promote innovation-driven development.[Method/process]Based on the content analysis method,the three-dimensional analysis framework of 'functional dimension of innovation policy tools-linear mode dimension of innovation activities-hierarchical dimension of innovation policy tools'was constructed. 45 scientific and technological innovation policy texts issued by Jiangsu province from 2010 to 2019 were selected as empirical analysis objects to conduct quantitative analysis of the policy texts.[Result/conclusion]This study found that in selecting,matching and constructing science,technology and innovation policy tools in Jiangsu,there are problems such as uneven combination structure,obvious differences in stage distribution,and unreasonable hierarchical structure,and put forward targeted suggestions.With a view to providing reference for the formulation of science,technology and innovation policy in Jiangsu and the region.
