Abstract

[Purpose/significance]This paper defines the technological innovation ability from the patentee level, taking R&D institutions such as enterprises,universities and research institutes as the research objects,and builds the patentee's technological innovation ability evaluation system with patent indicators,in order to provide reference for R&D institutions to improve their technological innovation ability,and provide theoretical support for relevant government departments to formulate relevant policies.[Method/process]On the basis of summarizing research literatures,this paper constructs the patentee's technological innovation capability evaluation system from the three dimensions of technological innovation scale,technological innovation quality and technological innovation influence.This paper uses entropy weight method,grey relational degree and TOPSIS method to carry out comprehensive evaluation and single-dimensional primary index evaluation and comparison,conducting empirical analysis by taking the field of artificial intelligence as an example.[Result/conclusion]The evaluation system proposed in this paper overall describes the classification and differences of patentees' technological innovation capabilities in the comprehensive evaluation.While using single-dimensional primary index evaluation,longitudinal comparisons reveal the strengths and weaknesses of patentees' technological innovation capabilities and their different focuses,and horizontal comparisons reveal the differences and advantages and disadvantages of the technological innovation capabilities of various institutions in different dimensions.Finally,corresponding countermeasures and suggestions are put forward.
