Publishing Policy
Specific Review Process
1. Registration
The editorial office will uniformly register and assign a unique number to each submitted manuscript. Authors can track the review progress through the online submission system.
2. Initial Review
The responsible editor will conduct an initial review of the assigned manuscripts, focusing on the following aspects:
- Verifying whether the manuscript conforms to the journal’s purpose and scope.
- Checking whether the manuscript format meets the journal’s requirements.
- Conducting a similarity check on the manuscript using the Academic Misconduct Literature Checking System (AMLC) developed by CNKI, with the required similarity rate kept below 6%.
- Making a preliminary evaluation of the manuscript’s content quality and publication value.
- Deciding whether the manuscript proceeds to the External Peer Review or is rejected.
- Processing manuscripts deemed unsuitable for publication accordingly.
3. External Peer Review
- Focusing on evaluating the manuscript’s academic level, professional innovation, reproducibility of experiments, rationality of research methods, and accuracy of analysis and discussion, so as to judge its research value and provide opinions on its publication merit.
- The content of the manuscript shall match the research field of the external reviewer.
4. Secondary Review
- For manuscripts returned from external review, the editorial office will promptly feed back the revision suggestions to the authors. Authors shall further revise the manuscript in accordance with the suggestions and upload the revised version within the specified time limit. The revised manuscript will enter the secondary review after being checked by the editorial office, or be sent for another round of external review if necessary.
- After authors revise the manuscript based on external reviewers’ comments, the editorial office will check whether the revisions, supplements, improvements and explanations are made in accordance with the review opinions, and conduct another round of assessment on the academic and editorial quality.
- Deciding whether the manuscript proceeds to the final review or is rejected.
5. Final Review
The Final decision made by Editorial Board Meeting will conduct a comprehensive evaluation of the overall review results, analyze the rationality and accuracy of previous review opinions, judge whether the manuscript’s academic quality meets the journal’s publishing standards, and make the final decision on acceptance or rejection.
Statement of Review Process
1. Peer Review Process
Reviewers must ensure that the peer review process is fair, impartial, and timely. All submitted manuscripts undergo an initial screening by the journal editor to determine their suitability for Scientific Information Research. Manuscripts deemed appropriate are sent out for blind review to two scholars familiar with the subject matter. Reviewers are requested to complete their evaluations within three weeks. Based on these evaluations, manuscripts are either accepted for publication, rejected, or designated as requiring revision and resubmission. If the evaluations of the two reviewers significantly conflict, a third reviewer is consulted before a publication decision is made.
Concurrently, full consideration should be given to the author's requests if they are deemed reasonable, such as avoiding review by specific peer reviewers.
2. Reviewers’ Responsibilities
Reviewers should provide objective, detailed, and clear comments to aid editors in making decisions about submissions.
Journal of Scientific Information Research employs a double-blind review process; therefore, reviewers should not obtain any information about the authors.
Reviewers must not share or disclose manuscripts with anyone other than the editors.
Reviewers are required to maintain confidentiality of all reviewed materials and must not use them for personal gain.
Reviewers should be aware of any potential conflicts of interest, including financial, institutional, and other relationships. Should any factors arise that could lead to bias or a conflict of interest, they are expected to inform the editors and decline to review the manuscript.
3. Review Time
If no manuscript handling notification is received within 1 month after receipt of the manuscript, the manuscript is still under review. Authors who wish to contribute to other publications should contact us first. Multiple submissions are not permitted. If no peer review result is received within 3 months, the authors may withdraw the manuscript or submit it elsewhere. The revised manuscript should respond to each point raised by the expert, and the modified parts of the revised manuscripts should be marked in different colors or using underlines for the convenience of expert review. If the revised manuscript is not sent back to the editorial department within 1 month, it will be deemed as automatic withdrawal. If the revised manuscript is not accepted within 3 months, indicating that it does not meet the quality standards, the authors may dispose of the manuscript or contact the editorial department.
4. Editorial Committee Contribution
Editorial board contributions must also comply with all review and editorial procedures for the journal. Editorial committee members shall not participate in the evaluation, editing and handling of papers written by themselves, their family members and colleagues. Peer review must be conducted independently of the relevant authors, editors and their research groups.
Corrections and withdrawals
Articles published online or in print are considered final. This journal generally does not correct or withdraw published articles. The manuscript may be changed or withdrawn where necessary (as described below).
1.Correction: If there is an unintentional scientific error in the article that does not materially affect the results and conclusions, the editorial department will publish a correction notice in the journal as soon as possible, detailing the changes made to the original text and noting the source of the article. The journal will publish a new version of the paper after correction, and the changes to the original article will be explained in detail in the new edition, indicating the update date. Versions before changes are also archived and can be obtained directly by readers, but references should be made to the latest version of the article.
2.Withdrawal: In the following cases, the editorial department will withdraw the article and issue a withdrawal statement:
- When there are serious scientific errors in the article that make the results and conclusions of the article unreliable;
- Articles suspected of academic falsification, plagiarism, violation of researchl ethics, repeated publication, or serious defects in the publication process of the manuscript will be withdrawn once verified, and a withdrawal statement will be published. The withdrawal statement is linked to the original article in the corresponding database.
Appeals
Authors who disagree with editorial review comments may appeal. Authors are required to submit a written appeal with manuscript number and send it to kjqbyj@hninfo.org.cn. The appeal letter shall state the detailed reasons, contain a comprehensive and reasonable response to the reviewer's opinion, and shall become effective after being stamped by the author's affiliated institution. The editorial office will decide on a case-by-case basis whether to accept the appeal.
Users' Rights/Authors' Rights
1. Users' Rights
All users should comply with the CC BY-NC-ND 4.0 license when using this journal. The Agreement allows the User to reproduce and distribute the Article, provided that:
- use is limited to non-commercial purposes and includes the distribution and dissemination of the work in any manner;
- users may link to the official publication by means of a specific DOI name and provide a link to the License, but shall not in any way imply that the Licensor endorses the User or endorses the use of the Work;
- the distribution of any derivative works is not permitted. This includes remixing articles, changing the format of publication, or creating adaptations based on existing research materials;
- the author and third parties enjoy the same CC BY-NC-ND 4.0 license rights. Authors have the right to store their articles in institutional repositories.
2. Authors‘ Rights
Upon acceptance of the manuscript, the author is required to sign a copyright agreement transferring the copyright to Journal of Scientific Information Research. However, the author retains the following rights:
- to allow third parties to share their article under the Attribution-NonCommercial-NoDerivatives 4.0 International License (e.g., CC BY-NC-ND 4.0);
- to use the article for other non-commercial academic purposes (e.g., in a thesis or conference presentation).

AI Policy Statement
As AI generation technologies such as ChatGPT continue to develop, the traditional ways of conducting academic research and writing papers are changing. In order to uphold academic integrity and the quality of publications, Journal of Scientific Information Research hereby issues the following statement:
- As a general principle, this journal will not accept papers submitted with AI tools listed as authors or references. The author(s) must be natural persons who can be held responsible for the veracity, completeness and scientific rigor of the content. If a paper is found to have been primarily generated by an AI tool, we will deal with it seriously according to violations of academic conduct.
- If AI tools and content are utilized to assist research or creation in the writing process, including employing AI tools to collect and analyze data, produce images or graphical elements in papers, generate program algorithms or texts, or conduct textual polishing, the specific AI tools and processes used must be clearly stated in the data sources, methodological design, or concluding sections of the paper. Moreover, the contributions and roles of the AI tools in the research or creation must be explicitly elucidated, in order to allow reviewers and editors to evaluate the originality and veracity of the research process. Papers deemed in violation of academic conduct will face direct rejection or retraction.
- Scientific research must adhere to requirements of scientificity, rigor, normativity, originality and innovation, and strictly observe principles of research integrity and academic ethics as well as publication standards. Writing papers is an important avenue for cultivating and exhibiting scientific research capabilities, and goals cannot be achieved through improprieties or seeking shortcuts.
We request scholars consistently uphold academic standards, adhere to principles of academic ethics, and maintain honest and transparent attitudes - employing information tools in a rational and normative manner for scholarly research work.
Data Sharing
Policy 1: We encourage you to disclose all the experimental data in this article. If you cannot disclose the data due to confidentiality or sensitivity, please state it at the end of this document.
Policy 2: We strongly encourage you to disclose the supplementary data of the study as soon as your article is published, and to comply with legal and ethical regulations as much as possible.
Policy 3: We encourage you to provide as much of the underlying data in your article as possible(without affecting the privacy of other participants in the study) . If not, provide at least the minimum data to support the conclusions reached in the article.
Data should not be shared in any way that could compromise the privacy of research participants, and data should not be shared if sharing would require the author to violate any law or licensing agreement. If the data used is licensed from a third party, the statement should explain how the data is licensed.
If a research community in a particular field has established standards for what, where, and how data can be shared, we expect authors to meet those standards.
Although data sharing is not mandatory in most journals, the Editorial Department reserves the right to ask you at all times to provide important data for the article so that the reproducibility of the paper's results can be verified.
Data acquirers should do the following:
- Send an email to the journal editorial office to request relevant information.
- Editorial department will evaluate requests and, where appropriate, encourage authors or their institutions to share the data, but it will not mandate data release.
- Where appropriate, original authors are invited to participate in the reanalysis. If you have not received a response from the corresponding author after a month, email the journal editorial office.
Copyright Statement
Before a manuscript is accepted for publication, the author(s) must sign the publication agreement of Journal of Scientific Information Research with the journal's editorial department, voluntarily authorizing the journal to exercise the rights of reproduction, compilation, distribution, and information network communication (including digital formats) of the manuscript during the copyright protection period. The journal may sublicense these rights to third parties for use. The author(s) shall ensure that the manuscript does not violate any existing copyright agreement and shall assume liability for compensation for any breach of such agreements. If there are any special requirements, the author(s) must indicate them at the time of submission.
The full text of all accepted manuscripts is included in domestic and foreign databases such as CNKI, Wanfang Data, VIP Chinese Science and Technology Journals Database. Authors who do not wish their manuscripts to be included in these databases must declare in advance; failure to make such a declaration will be deemed as consent to inclusion.
Journal of Scientific Information Research holds the exclusive license and sole agency rights for the copyright of all accepted manuscripts. Without the written permission of the editorial department of Journal of Scientific Information Research, no part of the manuscript may be compiled, reprinted, or published in any form by any third party.
Storage Policy
The electronic version of the Journal of Scientific Information Research is stored on a server located in the East China 1 region of Alibaba Cloud, at No. 10 Taiyangshan Road, Changkou Town, Fuyang District, Hangzhou, Zhejiang Province, China. The journal is committed to the long-term preservation of its content. The online journal is available on the journal's website (http://www.kjqbyj.com/CN/home). Paper journals are stored in the archives of the Editorial Office (Address: Provincial Science and Technology Information Building, No. 59 Bayi Road, Changsha, Hunan Province, China), where they are well preserved.

Publishing Charges
This journal charges no review or publication fees of any kind. Upon publication, the authors will receive an honorarium(including the copyright royalty) and two complimentary copies of the journal.
Advertisement Policy
The Journal of Scientific Information Research publishes advertisements in print, which are subject to the supervision and management of the Advertising Law of the People's Republic of China. These advertisements can only be read by special individuals after being reviewed by authorized personnel. Note: the journal does not accept any commercial advertisements.
