Abstract

[Purpose/significance]Under the current background of think tank construction，all kinds of intelligence institutions in China are moving towards different types of transformation.[Method/precess]Based on the analysis of the causes and conditions of the reform of the intelligence institutions，this paper divides the intelligence institutions into two categories:"security oriented intelligence institutions" whose main functions are information collection，and"development oriented intelligence institutions" whose main functions are information analysis and research.[Result/concluson]Considers that the transformation of "development oriented intelligence institutions" presents three modes：integration development path，business iteration and upgrading path，and joint cooperation path，and the transformation of" security oriented intelligence institutions" mainly adopts the path of improving the cooperation and sharing ability among intelligence institutions.Finally，the paper puts forward counter-measures and suggestions for the reform of intelligence institutions.
