Abstract

[Purpose/significance]The concept Qing Bao （Information/Intelligence in Chinese）has been used in China for more than one hundred years，the author believes we should revisit the concept in a new framework，that is，Qing Bao is the information that be put in the context of organizational decision-making.Within the context，Qing Bao is comparable to the concept of Evidence in Evidence-based Policy（EBP），the author argues that the study the theory and methodology of EBP will be of value to upgrade the capability and quality of Qing Bao for decision-making.[Method/Process]The author proposes a way to revisit the concept of Qing Bao，instead of translating from the foreign language words，the new way is based on the analyze of Chinese usage in different contexts.For the purpose of this paper，the author defined Qing Bao as the information in the organizational decision-making，therefore there can be found the common ground that the evidence in EBP can be introduced.The author then discusses the reason why and how practical Qing Bao work can learn from Evidence in EBP.[Result/conclusion]Qing Bao and Evidence are in the common ground when both are in the context of organizational decision-making.practical Qing Bao work can learn from Evidence in EBP not only in theory but also in approaches and methods.
